Olivier Turcotte
Panelist

A graduate of Université Laval's Faculty of Engineering, Mr. Turcotte joined Norda Stelo in 2003 where he quickly rose to management positions within the company. In 2019, he was appointed Vice President of the Infrastructure Market after serving as Director of Operations for several years, where he focused on integrating technology innovation into the core of engineering activities delivered to customers.

Since 2023, Mr. Turcotte has held the position of Vice-President, Operations of Norda Stelo. In this role, he is responsible for operationalizing Norda Stelo's strategy in all of the company's markets and ensuring the synergy between the sales teams and the technical expertise offered by Norda Stelo in order to drive sustainable growth and performance. Thanks to his mobilizing leadership, he also oversees the integration of acquisitions within Norda Stelo's operations and the realization of the company's value-added proposition for the company's customers.

He is a key player in redefining Norda Stelo's posture in digital solutions, asset management, ESG and decarbonization solutions, in addition to the company's new impact business model that has earned Norda Stelo its B Corp certification.

Mr. Turcotte is also in charge of the Innovations and Solutions group, a true incubator for the development of innovative solutions to the major challenges of our time. The STELAR technology solution is Norda Stelo's flagship AI-driven product that enables intelligent asset data management to extend asset life and plan investments. This approach to product development based on engineering expertise takes Norda Stelo on a clearly distinctive path in the consulting engineering industry.

 

 

 

Aaron Neely

Aaron is a Partner at Dillon with over 20 years’ experience managing and implementing Technology across multiple industries including Financial, Insurance, Management Consulting, Agriculture, and Engineering.

As an experienced Business Technology Executive, Aaron has led large and small teams delivering all core technology capabilities including strategy, portfolio management, project delivery, infrastructure, support, vendor management, information security, and privacy. His project portfolio is focused on software development and systems implementation for large financial institutions, and multi-national entities with many Global stakeholders.

Known as a highly effective and tactful communicator, Aaron interacts at all levels of an organization specializing in cultivating collaborative partnerships between information technology and business groups for the purpose of developing and implementing strategic technology solutions. Aaron holds an MBA in Management of Innovation and New Technology, ITIL® v3 certification, and is a Certified Information Privacy Professional in Canada.  

 

 

Jazz Pabla
Panelist

Jazz Pabla is the Chief Innovation Officer at WSP Canada. In this role, he focuses on creating and executing the company’s innovation & IT strategy to drive efficiency, excellence, and quality for WSP’s clients across Canada. With nearly 20 years of experience in information technology and digital transformation, Jazz has a proven track record of leveraging innovation for positive outcomes in projects and communities. He is a leader who uses technology to foster collaboration within organizations.

Before joining WSP, Jazz led Information Services for the City of Kelowna, where he worked on automating key municipal processes over a period of four years. He recently received the prestigious Peter Bennett Award from Municipal Information Services Association of Canada (MISA Canada) for his work while serving at the City for outstanding contributions to the municipal IT community, exemplifying leadership, humor, and humanity. His passion for turning ideas into reality drives him to harness the power of technology, including AI, for genuine business innovation. His expertise extends to the public sector, where he has contributed to significant modernization efforts. Jazz also prioritizes strong cybersecurity defenses to protect digital advancements.

 

 

Carlos A. Baldor Jr.
Panelist

Carlos Jr. serves as the President & Chief Technology Officer and a Principal Shareholder of BST Global. In addition to helping drive the company’s business strategy execution, Carlos Jr. also focuses on mentoring and coaching the next level of BST Global’s future leadership. Carlos Jr. also works closely with the Operations and Product Delivery teams as a continuation of his responsibilities as Vice President.

Carlos Jr. joined BST Global in 1988 as part of the Documentation team, and in 1990, he became a member of the Design team for BST RDBMIS. In 1993, he was named Manager of the Training and Support teams. From 1997 to 2005, Carlos Jr. was the Manager of the Product Development team — when BST Enterprise was designed, developed and brought to market. In 2005, he was named the Director of Design and was involved in new product development. In 2016, Carlos Jr. was appointed Vice President, overseeing the Operations and Product Delivery teams to ensure they were supported to achieve their goals, and produce the most meaningful products possible. Carlos Jr. was appointed to President in 2020, and Chief Technology Officer in 2021.
